Request for AGWA Network Support: Do you include climate risks in your budgets?

Under the German Global Programme Water Security for Resilient Development (SecBlue), AGWA and GIZ are developing four learning experiences on embedding climate-resilient water management into economic planning of development projects. This is an ongoing activity, which will be rounded off in April 2026.
Through reviewing GIZ's portfolio and interviewing nine candidate projects, we are exploring how water-climate risks show up in budgets, financing structures, and operational decisions. We’re also looking at how these risks hold up under changing, often uncertain conditions. Based on this analysis, we are about to select four in-depth cases and finalize our assessment methodology, which questions what is needed to embed climate-resilient approaches into projects, and what is the cost if they don't?
The framework stress-tests financial viability, economic flexibility, and institutional readiness under climate uncertainty. Case studies will be co-created with projects and published on PANORAMA.solutions, with the broader framework on adaptationcommunity.net and a WR4ERwebinar planned. At this stage we'd welcome your input on what indicators and evidence resonate most with finance ministries, investors, and IFIs when making the case for water resilience?
