Paul Fleming is the President of WaterValue LLC, which provides advisory services to startups and scaleups in the water and climate tech space and consulting services on corporate water strategy and climate resilience to corporations, NGOs, governmental agencies and utilities. Previously he created and led the global water program for Microsoft where he was responsible for establishing Microsoft's 2030 water positive commitment, sourcing and investing in 20 replenishment projects, helping to establish cross sector collaborations such as the Water Resilience Coalition and serving as the Limited Partner rep for the Global Water Impact Fund. Before joining Microsoft Paul led the Climate Resiliency Group for the Seattle Public Utilities (SPU) where he established and directed SPU's climate change program and was responsible for developing and implementing SPU's climate adaptation strategies and research agenda, assessing climate risks and establishing collaborative partnerships with other utilities and research organizations in the U.S. and abroad.

Paul has been an active participant in several national and international efforts focused on water and climate change. He is currently an advisor to several companies, a member of the advisory committee for the Middle East Institute’s Climate and Water Program, and a former member of the US National Academy of Sciences Committee to Advise the US Global Change Research Program. He was appointed by the U.S. Commerce Secretary Locke to the National Climate Assessment Development Advisory Committee, which oversaw the development of the 2013 U.S. National Climate Assessment (NCA). He was a Convening Lead Author of the Water Resources chapter and a Lead Author of the Adaptation chapter of the NCA. He served as Chair of the Water Utility Climate Alliance (WUCA), an alliance of ten U.S. water suppliers focused on providing leadership in assessing and adapting to the potential effects of climate change through collaborative action, and chair as of the project advisory board for a climate and water research project funded through the EU Horizons program. He has a BA in Economics from Duke University and a MBA from the University of Washington.
