Tom D’Haeyer

Tom D’Haeyer is an international consultant with over two decades of experience in Integrated Water Resources Management (IWRM), climate adaptation and resilience, and disaster risk management.

His work spans the design and implementation of basin management strategies, natural resource planning, wetland restoration, and ecosystem services mapping.

From Central Haiti to the Lake George Basin in Uganda and the Ouémé Valley in Benin, Tom has led integrated river basin governance initiatives, blending traditional knowledge with innovative tools—including serious games.

In the field of disaster risk management, Tom has led hazard, vulnerability, and risk mapping projects, as well as early warning system assessments, in countries such as Timor-Leste, Mozambique, Papua New Guinea, and Egypt. His work blends risk science with institutional analysis, providing grounded recommendations for effective climate risk reduction.

With a passion for sustainable development and systems transformation, Tom strongly advocates for regenerative water and climate solutions. He has led capacity needs assessments, stakeholder-driven training programs, and institutional development strategies across continents. As a guest lecturer and speaker at global water and climate events, he continues to foster collaborative leadership and innovation within the sector.

Tom holds a Master’s degree in Agricultural Engineering (focused on tropical and subtropical rural systems) from KU Leuven, an Executive MBA from Antwerp Management School, and has completed specialized training in systems thinking, intercultural management, and multi-stakeholder collaboration at leading institutions including MIT and Ashoka.

Having worked in over 20 countries and being fluent in English, French, and Dutch, Tom brings a rich cross-cultural perspective and a deep commitment to resilient, equitable, and integrated water–climate futures.
